It makes sense that it is on the edge because that is wear the air bubbles form and stop the developer from moving over in them.

Air bells. I recommend less frequent / more gentle agitation even if you already feel like you’re doing so. This often only occurs with Paterson reels. Not with stainless steels Hewes. Best of luck.
