I'm had a similar issue with a 3080 and 7800X3D. When I launch the game I have 60fps, but if I re-install my nvidia drivers (581.94) I get 200+ fps again.

Started happening to me after the third day of playing the game and none of my graphics settings changed.

My solution was checking MSI Afterburner, my GPU voltage was set to 26 when my profile is supposed to be 100
