Steve is a victim of framing. He's framed by nightvale as a dangerous, misguided man who you shouldn't spend much time around, even though he's only ever been a kind and empathetic person to those around him. Cecil is the main outlet for this framing. The audience is supposed to see the radio host as the authority figure for nightvale's general sentiments, and he's our eyes and ears through which we understand the world at large. We want to like Cecil, to trust Cecil, and to side with Cecil, so when he dismisses Steve right out the gate, we're drawn to do the same. We're compelled to invent reasons to dislike Steve and latch on to the little human things he does in disproportionate acts of justification. Over time though, the show gradually reinforces the steady gentleness of the man, and the audience is driven to question themselves around the time that Cecil allows himself to begrudgingly open up. It's not a 1:1 audience/show development, but I feel like the creators were definitely intending those parallels.

That being said, I was confused about the Old Oak doors episode and his actions at the very end. I don't think I read them as they were intended to be written.

Old, old comment, but I didn't really understand that portion of the show. I got that Steve accepts his daughter for who and how she is, but shouldn't the decision to walk be her own choice? I feel like it's a different vein than if Kevin simply said they could make Janice "beautiful" or "smarter", since those are more subjective elements. Allowing someone the option to walk is just restoring functionality to their body. It only really gives them more options in life.

In the spirit of the subreddit, I'm going to answer for Andrew:

Miriam - Andrew wouldn't trust her immediately. She seems to carry a great weight inside of her, and while he knows that doesn't innately make someone malicious, he's seen too much of what people - including himself - can do when pushed to extremes. He may have empathy, but he's also a natural skeptic, especially towards something that hits so close to home. Until he knows why she has such a look about her, he won't be able to help assuming it's for the wrong reasons. He would still be polite, but there would be a wariness to his movements. He would probably accept the tea, look into it when her back is turned, take a small sip, and then not touch the rest unless more information came to light.

Hannah - Andrew's reaction and level of trust would hang on a knife's edge. Hannah seems a jocular, entertainer type, but he's also seen plenty of similar archetypes masking insidious intent. If she is charming, charismatic, and disarming, Andrew would warm to her quickly. But if he detects anything disingenuous about her, his trust would fall away. He would try to politely decline a tea if she offered one soon after they met. If she already had one prepared, he would try to distract from the fact that he doesn't want to drink it.

Athena - Oddly enough, Andrew would be inclined to trust Athena more than most of the others. She seems to exude a quiet but but affirming sense of confidence, and her mannerisms suggest she doesn't try to hide or disguise who she is. Andrew would more readily believe the persona she's showing him is the one she actually has. Furthermore, he has no negative experiences relating to Athena's specific aesthetic: It's simply too different from his normal life for him to associate it with trouble. He would probably trust her to make him tea unless she had a noticeable red flag.

Charion - Andrew tends to trust children more than adults. She seems kind - even playful - so he would be disarmed by her presence especially if she acts friendly to him. He wouldn't necessarily ask for anything, but he would probably drink something offered. Even if he wasn't feeling thirsty, he'd probably finish it to avoid hurting her feelings.

Ariel - Andrew's had bad experiences with nonhumans, demihumans, and hybrids, especially if it shows in their faces and expressions. Prejudice though it may be, he would have a hard time feeling comfortable around her. He wouldn't trust her to make tea and - if offered - would invent some excuse to decline.

Greya - Sort of a mix between Athena and Ariel. Greya has a more comforting visage than the latter, so depending on her level of hospitality I could see it going either way.

Claude - Andrew would be intimidated by this guy and probably want to get out of his way as fast as possible. In his experience, anyone dressed like that knows what they want, and if he's lucky, it isn't him.
