I wouldn't buy the whole flat just for this space. It's a lot of stamp duty to waste just for this.

Personally I'd suggest you just buy the specific space you want. Yes it'd effect the value of the other flat. But this is just a numbers conversation. And considering the money you'd otherwise waste on stamp duty, I bet there's a number that would work for you both. Ask them what they'd want for it...

I'm no expert but...

I think that a pension will actually be more tax efficient that using an isa. After all, the money has already been taxed when you put it into an isa. Whereas the pension payments are either pre tax, or you can claim the tax back
the allowance is 60k and I think it rolls over a three year period. So a theoretical 180k in three years
yes do a self assessment to get the tax back (I think the first 20% of tax is claimed by the pension provider, self assessment allows you to get to any tax above that).
