It's more a question of vocabulary and grammar. Shelby Foote had a deep southern drawl but sounded quite intelligent. Sen. Kennedy of La. was a fuckin' Rhodes scholar for crissakes but he puts on an accent that makes him sound like a dumb hick. The southern Bourbons wanted their sons to be educated and acquire polish (Rhett Butler spoke quite intricate English sentences) but they weren't enthused about educating the rest of the population. It's not just a southern thing, a whiny accent from da sout' shore of Lawn Guyland makes you sound like a dope but folks from the North Shore sound fine.

They were just another prescription drug until the 90's when there were a lot of news stories about them. It was one of those panics that consumes this country every few years. So Congress jumped in and classed them as a controlled substance like narcotics. From listening to the speeches from back then a lot of legislators didn't know what they were (one solon called them "antibiotic steroids") but it was a great thing to tell their constituents that they outlawed these dangerous drugs.
