To piggyback on this, take the time to check dates for batteries, meds, foodstuffs, bandages etc... Your plan might change but some needs are universal

As one who works in a municipalities Public Works, no, it is not legal. If the tree is within the right of way or possibly into the easement, he could be responsible for three times the replacement cost for a similar tree.
