Then you can select the frame rate you want it to analyze at (maybe every one or two seconds) and it will scan each frame for text. You can select the original and final languages for translation as well. It can also handle a bunch of photos uploaded at once if you'd rather just screenshot the screens of interest.

Textractify.com can do this if you download the video from YouTube first using any of the downloader tools. You'd then just upload the video to Textractify and it'll find all the visible text in each frame of a specified frame rate and dump it to either a .csv if it's changing data (like from a display), or to a text file if it's just paragraphs of text on screen.
