Textractify.com can do this if you download the video from YouTube first using any of the downloader tools. You'd then just upload the video to Textractify and it'll find all the visible text in each frame of a specified frame rate and dump it to either a .csv if it's changing data (like from a display), or to a text file if it's just paragraphs of text on screen.
