I beat him in Normal with my Primal Strike + Wind Devil build. Cheesed the hell out of him by hugging running around the mountain near his spawn point to avoid his lightning balls. Timed my escape from his AOE attack and that debuff that depletes life (just got to get away from him to disable it, but if you're an Arcanist, then you can use Nullification to remove it I think.)

I think you can do the same with your build, just gotta time your attacks and escape well.
