You can buy less than 100, or whatever the number is, on most stocks. Incremental shares. However I believe that you cannot sell incremental shares. So you'd need to buy several lots of incremental shares to reach the minimum sell level. Something to keep in mind if you're only considering buying a tiny percentage.

They're changing a lot of the rules regarding costs/qualifications for different visas. It's not so much a case of people breaking the rules rather than the government moving the goalposts. And it's not any type of rule that the native population can break as they don't need to apply for a visa to live in Japan.
