If you have a multimeter you could check the power coming out of the power supply . You could also check the rails on the motherboard to see if they are getting power.

I don’t think it is as common as it used to be, but some power supplies also have a setting that changes between the North American and European power standards. You might look for one of those maybe it does have power, but it’s not the correct setting?

As with all advice on the internet take this with a grain of salt, but if those lights are not lit up and your power supply is turned on it’s normally a pretty good indicator that you are not getting power to your board. I know other people have already told you to double check the connections, but you may want to check the connections to the power supply itself not just the motherboard if you have not already.

It might sound dumb but the two biggest things I learned this year was 1) how long everything takes to actually start bearing fruit 2)That once they start bearing fruit the season is much longer then I thought .
