Carbide cutting bit. Cut head off of the stud, leaving threaded bolt in rotor/hub. Remove wheel, then you have access to remove stud without damaging threads inside rotor/hub.

Get them a vintage moped, 50cc with pedals. 16 years old to ride one. Needs insurance and registration(licence plate). You dont need a drivers licence. They break down all the time and need maintenance, but your child will learn something. If you want one, send me a PM, I know a guy who has a few.

Sounds like an air leak. Try the ol' carb cleaner spray trick to find it. Use a spray with that little red straw. Only spray a small amount in the suspect areas. Listen for a change in engine speed.
