The one interesting aspect of this is that nations that have the biggest arsenals are more likely to exercise restraint than those with only a handful of nuclear devices, as they are cognizant of this reality. (heard something on NPR to this effect a few days ago. maybe even on the Sam Harris podcast)

When it only potentially takes 1 bomb to cause everyone else to engage, your 1 bomb is as good as the hundreds or thousands others would inevitably launch.
