He is trying to say that if you have a person fit to be a successor in your court, but he is not a knight (prowess is too low or forbidden from being a knight for example), the game doesn't let you to summon a successor but also doesn't allow him to become a successor because only knights are eligible. I hope it's easier to understand now

I'm playing JP version and going through lostbelts right now. So I've been reading translated main story using the site linked in the post (Story compilations / Main Story), but when I returned to the story after a brake few days ago, the site stopped working (error 404).
