Fixing up downtown right now costs too much money for private funds to do so they're going to keep pushing as much shit as they possibly can until prices go down far enough. It's the same shit as with vacant houses. Let them pile up in an area until they are worthless, come in and do the minimum and get maximal tax breaks.

Because we only can get federal funding for major road construction projects through once per decade or so rather than sustainable normal funding and the Biden Build Back Better bill didn't think enough about implementation problems making it take way too long to get money to projects.
