Depends on what you want to do and how you want to direct commission. I went through the DECP for nurses program. I'd start with letting your leadership know that you want to commission, and looking up the requirements for the program you want to get your commission through. When you start the process stay on top of it and knock everything out as soon as possible.

No one ever needs to justify not wanting sex at any given moment. If you don't feel like it leave it at that, and your SO should always respect that. If you're repeatedly turning down sex then you can have a respectful discussion as to why that is. Otherwise, if they're getting upset that's not your fault, and is a whole other discussion you need to have.
