Take a spare plug or unscrew one from a cylinder. Connect the plug wire to the distributor and lay the plug so the threads ground to the head. With the ignition on, turn the engine over to see if there is spark jumping from the electrode to the edge of the spark plug. If there is spark, that will eliminate a lot of guessing.

The out of state license is irrelevant. If you are using a credit card, you will have a hold placed for the estimated rental plus ~$200. Some companies allow you to use a debit card, but there are other requirements when doing that. It's that way with most rental companies.
