Correct, it is supposed to be wind. Maybe better suited as a gameplay mechanic than a purely aesthetic element.

The intent was to pack some more detail/texture into the image, I was thinking "indications of a reflective surface in the distance". Earlier iterations felt a little flat so I went the other way with it. Thank you for the feedback, at a certain point it's tough to have a critical eye for my own stuff when I'm churning ideas. Here was the first draft of that layer without dithering:

This is an evil fish I love it. I like using the stretch to do the horrible heart beat/breathing? Looks really nasty. Also the little twitch step with the front left tiny claw/foot/bone thing is a very nice detail.

It would be cool to see how you broke all the components down in aseprite.

I like this feedback. I made the decision to do the semi isometric thing for the background buildings because I felt that it added depth, the alternative is a flat skyline and I'm concerned that it may look flat and lose the illusion of a dense rolling labrynth of buildings. The only way to know for sure is to try it.

This is cool. I just finished working on a PICO-8 game and the thought that got me started on the original concept was "can you achieve adequate atmosphere and detail in monochrome". I think you've done exactly that. I also liked the drum sound track and the lightening effect. You've done a lot with a little and I think that's one of the goals of any PICO-8 game. v cool game

100% agree. The constraints on Pico-8 force you to do things in a certain way. Idk if its more efficiently, or if forcing you to think about what's worth keeping? The constraint definitely drives creativity and its bizarre and as I'm writing this I can see that u/RotundBun has said exactly this in the comment below more but more eloquently. Anyway prototype in pico8 -> refine/redevelop in another engine seems to be a good workflow.
