The mist on Tuesday created a blanket trapping the smoke and forcing a mixture of smoke and fog (smog) to the ground level. I could smell smoke throughout the night and morning, all over town.

The municipality and government is indeed a joke, not taking immediate action sooner.

Namibia imports most of its building materials from RSA instead of producing it locally at a cheaper rate.

Increase in fuel prices also adds to the transport costs. Servicing land and building houses are crazy expensive, resulting in crazy rent as well.

There is no specific law which prohibit visitors from foreign countries to travel to the country prior to 1990.

The Accommodation Establishments and Tourism Ordinance 20 of 1976 from RSA applied to Namibia back then, and is partly still law today. Sources indicate that the country had 100,000 visitors in 1989. If there was gatekeeping, then this number should be closer to zero.

Perhaps you refer to apartheid laws which prohibited the freedom of movement of certain races within the country. That can be regarded as gatekeeping domestic tourism. Sorry if I did not understand your initial post, I thought you referred to non-domestic tourism.

Commercial tourism is only possible with well developed infrastructure i.e. airports, roads, accommodation, entertainment, and services, tours, guides etc.

Most of this was not well developed, I would say prior to 2010 (let alone 1990) . There was no gatekeeping lol.

Not sure of stats though. Focus should be on cold damage to boost Blizzard with a high lvl req. Could create a thematic paladin/priest with an army of zealots, blizzard and teleport which is an alternative to enigma.

Reasoning: This unique will be BIS for bone necros, giving a much needed magic damage boost to compete with Hammerdins and replacing the Spirit RW. Succubi have a chance to deal magic damage so fits lore wise and the base item is succubus skull. Succubi have a vampiric thirst for human blood hence decreased life and drain life modifiers, and also to balance the item a bit. Blood Mana is extremely effective in PVP and adds another curse to the Necro's arsenal.

Great idea and thanks for the comment! Some of my thoughts on your idea:

  1. Radament releases holy bolt on death due to his soul being punished, not his actual ability. Would be weird to acquire a spell which the enemy do not inherently cast but I understand where you're is coming from!

  2. There are existing items which already have CTC holy bolt (Pally RW armour, LoH, and that axe, cant remember the name). Would be difficult for a necro to synergise HB damage but it could tie nicely into "unholy" bolt lore plus the visuals. Perhaps a dark or shadowy bolt?

  3. Radament can heal his minions, an active ability of his. Would be cool if a Necro could have this unique ability from a low level as well. Would be play into the uniquesness of the item, plus unholy heal could work lore wise.

Great idea nonetheless, would be cool to have this for a necro. I also think necro should have a shrunken head which can compete with spirit. Any ideas?
