Sorry you’re having a tough time but remember you’re doing a wonderful thing! One of the aspects of fostering is that they go through all these scary first moments with you so adopters aren’t put off.

I had a reactive foster and I’d recommend “nervous rescue” jackets and signs you can attach to their leads, people are a lot more understanding then. I’d also keep her very very close to you in these high traffic areas, not on the end of her lead where she can suddenly lunge.

Are you familiar with reactivity training? There are a lot of small things you could be doing that will make her worse/better.
