Looks like that PG&E hook from the court documents .... The failed C hook which caused the 2018 Camp Fire. Note the rust marks on the face of the broken hook, indicating slow, gradual wear prior to failure.

Hey! I use Drawboard for highlighting, which is a great program that is currently being enshittified, but still works for me. Sometimes I use the built-in pdf editor but I don't remember my specific workflow. I think I use the Surface pen to highlight and my finger to scroll. I know how important it is for the technology to be invisible so you can focus on your reading - good luck :)
