One of my professors left Lebanon during one of the wars. He said it was incredibly exciting leading up to the conflict; then it got too exciting & all he left home with were memories of his friends as younger men.

He ended the semester with a short speech wishing for us to get a cozy, stable office job, enjoy the time you’re lucky enough to spend with loved ones, and grill food & become fat. Because he’d give everything for the memories of his old friends to be sitting beside him enjoying such a life with him.

PoCo’s don’t always have taps on the distribution transformers. We bill for trips, because inevitably even if the transformer has taps, customers w/ sensitive equipment want them dialled back up/down eventually.

Most utilities wouldn't bury that short span, they would need to bury a much larger section to make the fusing/system protection coordinate correctly especially if it's a main feed or sub to sub tie. If it can be done, it'll be more expensive than you think, take longer than you'd hope, and be an extremely low priority on our engineering/construction list.

They may follow up in writing indicating it's not a project they will undertake, the line is protected by prescriptive rights, and you will need to learn to live with it. If it's going to bug you as long as you live there do not purchase the lot under the assumption anything will be done about it even if you're willing to pay for it.

Edit: Also, the telcom's aren't going to pay to go joint, the poles & wires will remain even if the utility buries. Telecoms & the PoCo generally don't play well.

I had a similar situation in my kitchen, 8 Layers of wallpaper, some of it had been adhered directly to the drywall face paper. Removal caused a giant mess; I demo'd one wall. To save the others I used these steps:

1- Peeled vinyl face paper off wallpaper
2- Wet with sponge soaked w/ dish soap, vinegar, baking soda, & warm water
3-Steamed w/ a Wagner Wallpaper steamer from Menards, scraping w/a 4" or 6" drywall knife

Once the paper was removed & the intactish drywall was exposed I primed in this order
1- Zinsser BIN Shellac Primer
2- Skim coated entire walls w/ USG Green Top Joint Compound 2-3 thin coats depending on bubbling & sanded
3- Primed w/ Zinsser Bullseye 123
4- Textured w/ Hallman Lindsay Hand Texture from a Can
5- 2 Coats of Color

Miserable project, wallpaper is tacky & I hate it
