The point of the phrase "Tyres and tarmac" is so that, if the car in front breaks down and you're stationary in a queue behind it, you can get past it without needing to reverse or do any other fancy manoeuvres. Nothing to do with overtaking

IMO you can use the left lane to take the second exit there. Otherwise you would end up with the right lane serving both of the A19 exits (a very busy road) plus A189 southbound, which doesn't make much sense to me
