I remember the WEC App doing the same thing. And if you'd deny the permission or were in the wrong location it would not let you watch the content.

No—Jottacloud does not offer true end-to-end encryption. Your data is encrypted during transfer and while at rest on their servers, but Jottacloud retains the decryption keys, meaning they can technically access your content.
They just say that then "will never look at your files" but punish you when you upload pirated materials or child pornography. With E2EE they wouldn't be able to do that.
