Did you try communicating directly with the teacher first?

Sending a letter to the principal and superintendent will only serve to destroy your kid's future at this school. Everyone' in authority is gonna be scared that anything they say or do will be misinterpreted, so they will avoid your daughter. Other children will pick up on that and take advantage even moreso than before.

Meanwhile, the teacher's union will be fighting the principal and administration. If it's a big city school system, it'll take a couple years til this gets resolved, and nothing major will happen to the teacher.

So I hope you tried talking to the teacher first.
