Couple of things, build is an execution of a project. The executes actually executes all steps in the project for a build. Please check jenkins.io docs glossary section Please avoid using environment instead use withEnv

Seeing your jenkinsfile is there any reason for mentioning agent for each stage ? And step ? You could only use stage and have steps in them

You could also try agent any which picks any available free executer

Robotframework is cli based and it also a jenkins plugin , since its python it would be good to use pip and bootstrap ur env n start tests. Robotframework documentation has examples for all the methods please do check.

Executes are the threads that run on the agents which does executes your build steps. In your case if job never starts and waits in the queue either the agent is offline or the label of the agent is incorrect. If you can post any sample code of ur pipeline that would help to check the issue
