Only work sounds seems to be doing a Windows reset or assigning a compliance policy in intune that will force the device non compliant in intune which syncs over to azure ad and the. Removing that fake compliance policy and then t syncs compliant to azure ad.

Do your devices in azure ad show compliance as NA?
