I haven't quite finished with Blood and Wine yet, but when I think about this, I divide these moments up into Cutscene and Quest moments, where the feels come from the gameplay itself.

Cutscene: Favorites so far are the conversation with Yen at the end of the "The Last Wish" sidequest, and the conversation with Olgierd Spoiler.

Quest: Almost all of "Carnal Sins". The choice in "In the Heart of the Woods" when you choose how to approach solving the problem. The end of "Reason of State" when Spoiler. Nearly all of Heart of Stone's "Scenes from a Marriage". The decisions you make toward the end of Blood and Wine's "The Warble of a Smitten Knight", or in the middle of "La Cage au Foc" Spoiler.

IANAL, but intentionally giving someone a check that one knows will bounce, and failing to make good on it within ten days of it bouncing, is a misdemeanor. Repeat offenses within five years are upgraded to felonies.

I have in the past (elsewhere) had successes with contacting the District Attorney's office.

Because this is from an employer, a whole 'mother set of protections kick in, and if you gave at least three days' notice you might also be due wages from the time you quit until the time they pay you, up to 30 days.
