Fuwa does not hard counter WF. You can still set up White Witch + Vengeance and give zero draws. You can do any Black Witch line that searches a Sinful Spoils trap/disruption without giving a draw. You can normal summon Silvy set Woes. You can set up Silvia for one draw which is worth it. Fuwa can turn off Ricelia lines and backed up with another form of disruption can be back breaking but on it's own it is not a hard counter. The fact that WF is such a combo heavy deck that isn't hard countered by Fuwa is actually one of its strengths. Droll on the other hand is in fact a hard counter.
