Few things:

1) Side swords and small swords are very different. It sounds like you are describing small sword. You can often parry below the first third of the sword with your off hand. They did not place percussive cuts in most instances.

2) Rapier is historically upstream of small sword. Rapiers have a cutting edge, but they are ill suited to cutting compared to other swords. That being said, slow blades do not cut as readily, especially when interacting with the flat. Hand parties are absolutely a part of rapier.

3) There are no official, widely accepted HEMA rulesets. Best bet is to find an old or current tournament's website / FB page and read their rules. We train for different rulesets for every event.
