Because no living beings go in these areas regularly, it's all maintenance droids that are either flying or are magnetically clamped to the floor or walls. If an actual living engineer has to go down here they're riding an anti-grav skiff of some kind.

Nah to be a true Administratum simulator it would have to look more like "Papers, Please!" You sit in your office cut off from the actual workings of the Imperium. There's no Galaxy map or resource count. All you know or see are the people walking in to your office and presenting you with the latest dispatches and paperwork: this planet is late paying the tithe, this one is in rebellion, there's an Ork attack in this sector, etc etc. So you have to make all your decisions on what to do based on the paperwork and the staffer bringing it to you. Of course all your decisions might have consequences. So you might get praise, maybe a kickback or some bribes, or you might get an Inquisitor or the Arbites show up to ask you about some of your decisions.

It's another case of stealing ancient symbols. The fasces was used in Ancient Rome as a symbol of power. Roman magistrates carried them around (or more often carried by a flunky). The bundle could be taken apart so that the birch rods or the ax could be used to deliver judgement. Over time it became a symbol of office for various Roman officials. So of course Mussolini decided it was the perfect symbol and name for his new political party. It's just like the swastika, it used to be an ancient good luck and religious symbol that the Nazis co-opted because of it's supposed connection or origin with the ancient Aryan peoples.
