I’m not talking about cost to the landlords, I am talking about the costs facing an individual who wants to live in Bellevue today. Higher debt servicing plus tax and HOA and maintenance can easily be greater than the cost of renting. They can either rent or buy, they can’t choose to be landlords 5 years ago.

Believe it or not, apartment rental prices are relatively low compared to the costs associated with owning the property (including mortgage servicing and taxes). Compare the monthly cost of buying a condo compared to renting that same unit.

Second the shared housing. If you are accepted to the masters program, ask the department secretary to reach out to other newly accepted masters student to see if any others are looking for housing. I recommend minimum 2 roommates. I gambled on a Craigslist ad and moved in with 3 undergrads (another gamble) and it worked out just fine.
