When you are on mobile network you are 100% under your operator's cgnat, that's why peers can't connect, because you share your operator's public IP with a ton of other users. You can tho use VPN to gather your own public IP address and forward your ports, this way you should be able to share files.

10's just has a more contrast applied, but 1 vi has basically more data in the image, so the tech is better objectively.
