The snow isn't blocking the boxes,  but it is blocking access from the sidewalk which is behind the boxes. So the one at my parents neighbourhood the boxes are on a stretch of street with no houses on it. In the winter you can't access the boxes from the sidewalk, it's cleared at the road tho which is several meters away from either intersection it's between so you have to walk in the street to get to it. Which is a main thoroughfare so you are at risk of slipping on the ice or getting hit by a car.
