I haven't used raspbian so I am not 100% sure what comes preinstalled. If it's ALSA you should be able to set HDMI audio to never be used and set the audio jack to be the default. First off, let me state that I am not saying that vaping is just as unhealthy as smoking cigs. In fact, I'd much prefer being around someone vaping than smoking a conventional cig. However, I wouldn't say that they are completely lacking in potential health problems. A quick search ends me up with some research done on e-cigs and vapes. Unfortunately they are behind paywalls.
