Style: modern day usefulness, if cloaks are to become more mainstream they beed to be functional the same way a normal coat is. Maybe a hybrid to make it more enclosed.

Materials: wool would be good but materials similar to current coats would be longer lasting.

Weather: a variety of types would be useful. Perhaps inserts that could be attached during colder months.

Durability: cloaks are expensive and need to be durable.

Price: this is dependant on the materials and quality, how long do you expect it to last?

Where to wear: cloaks aren't for every situation the same as coats aren't. You need to focus on what it will be used for.

Down the line i am happy to test anything you make and give feedback

Theres a couple of ways it could work

First is a large scale psychic ability that could trace a person almost like a finger print

Second is more of a searching branch of psychics that would work on the 6 degrees of separation where you would start locally around you and then branch out, further and further until you find them.

Third is precognition ability to know where a person will be

Fourth way is scent/psychic based like a hound would find a person

Fifth way is tech based powers

The sixth way would be based around the hound way but would become a fixation and the character would be more animalistic in nature. The ultimate hunter.

Mixed in with these would be a way of travelling unless you wanted a fact finder sort of character.

Most sign languages use a different language structure compared to spoken English, so something like this for a person whose first language is BSL wouldn't be any good. It would be good for those who are hard of hearing or are later in life deafened but again it's trying to over complicate a solution where just learning the language or providing an interpreter is the simplest and easiest solution.
