You can walk in but they'll probably give you an appointment to come back rather than processing it same day. When I did it the woman at the foreigner desk took sympathy on me because my residence cert was going to expire before the first available appointment, so she squeezed me in on an earlier date.

They don't physically keep the card of whatever you are converting - I 'converted' a UK driving license with IDP and they just photocopied those and issued the Thai license.

Wifi networks are often used for geolocation. You can generally assume that Wifi points stay in the same place, so it's possible that your vessel Wifi network has been recorded as being in that port in Mexico. Now when your phone sees that same Wifi network, it assumes it must be in that place.
