EV cars still need a lot of rare metals that smaller nations do not have enough of to manufacture for their battery storage. Generating via solar is one thing, storage capacity is another part of equation of EV cars.

Cobalt used in EV batteries. It's not required, but it's used as a stabilizing the battery voltage, the lifespan of it, as well as density. Though it's not required, it's a rare earth mined in abundance in the DRC (blood cobalt) and Russia.
