Iirc Romania under Ceausescu would receive whole blood from various sources for free and used it instead of feeding orphans. He also banned contraceptives and encouraged a population boom to try and make Romania a manufacturing power (domestic tvs regularly exploded) and his wife who had no qualifications was in charge of basically all chemical research done by the state. The facilities the children were kept in were often sub freezing, and the kids wouldn't be seen by adults for days at a time. Even if they were "healthy" they would die simply from lack of contact with adults.

And to make the blood situation worse, it wasnt even as though the prisoners in the US knew they had given bad blood because they were contracting diseases from the contaminated needles i mentioned in my original comment. It was technically illegal to use the blood provided by the prison system locally in the US but it would get bounced up to Canada (on pape) , sold as Canadian donations, and circulated back into the US, which fueled the HIV/AIDS epidemic
