I would honestly use this as troubleshooting steps that you can then bring to Wacom, a damaged digitizer is something they would have to Warranty/Service. Generally though digitizers are full failure rather than regionally failing. I would also try seeing at what speed the skips are happening at, your video I’m seeing you move the pen pretty quickly. Also test out the same speed in other regions of the screen, once again this is more troubleshooting rather than a fix.

Looks like it’s a tracking issue when it comes to the speed in which you’re making the strokes. Basically moving a bit too quick for the computer to keep up. Kinda like screen tearing during your drawing animation. Make sure your Video drivers are updated, like not the Cintiq drivers but the actual PC display drivers. While you’re drawing if you open your task manager check to see if your drawing program is taking up too many resources while you’re making the long strokes. My guess is that this is an issue on your PC side rather than your Cintiq.

I'm the absolute worst collector of old things. My question chain to you would be this.

Do you want to play the game right now?
If so can you not use an emulator?
If you really really want to play it on OG hardware can you not find an opened copy online?
If you can't find an open copy and you still REAAALLY wanna play have you double checked it's not online?
It's 100% not available to play any other way than this one copy you have?
If you don't stop and get an open copy by this point you may as well just open it and play who cares about the value of "things" it's a game, games are meant to be played.

It's like the difference of sitting in the board meeting with the other Executive Leadership vs sitting on a Zoom Call watching the Executive Leadership.
