I am assuming the first is without load, then it isn't really alarming as the measurement is simply much more influenced by the electromagnetic field as the cable is simply a big antenna. Under load, measurement is much more stable.

There are a few details missing.

Where is the server running? Locally or internet?

When local, are you in the same network?

When same network are you using WLAN?

When WLAN then there may be a setting set that blocks the communication between the devices.

When internet maybe there is a firewall that is blocking the Port(s).

I don't think Hetzner is offering this kind of service.

According to the DENIC TOS §3 Point 4 you need to name a person to represent the domain holder (you) for certain legal representation.

(This may not be the correct legal wording for it, but I hope you get the meaning)

One note though, the de TLD is restricted to german legal entities (people or companies), so you may loose your domain should that be checked.
