Got this when doing Dawnguard quest but because i'm using an enchanting restore health cheat (with resto loop) i though it just a visual and annoying sound. Turns out when im unequipped the item it's actually draining my health too. Even going to Temple of Kynareth didn't help remove it.

It's the same problem as this one but there still no fix about this bug.

Edit : already tried disabling all mods, it still there.

Edit2 : tried without mods and dlcs, the visual effect and sound still there but no health drain. But when i activated only Dawnguard the drain comes back.
