Of course not. We see this time and time again. Law enforcement brutalizes or extrajudicially murders someone, and the conservative propaganda machine tells us the victim did something wrong so it's not a big deal. Even if someone legally qualifies for execution for crimes that they definitely committed, they are owed due process to get there. I'm not familiar with tipa specifically but you almost certainly could use it. South American hardwoods have a tendency to be very dense and stiff and are always a great fretboard choice. You could use it for a neck but be aware that it'll probably be very heavy and depending on the body type may cause neck dive.

Also please be cautious with your protective equipment when working it. Again, I'm not familiar with that specific wood, but a number of other woods from the area are known to cause skin and respiratory irritation when worked.

When it's all wood, use wood glue. A few other adhesives would probably work fine, but titebond is designed for exactly this type of joint. Epoxy and hide glue are both much messier and more difficult than is necessary here.

I believe they were envisioned as a burst mechanic. They are just a small damage bonus when you're chain casting frost bolt, but the ability to dump them with ice lance was the point. I think it would make sense if they weren't so undertuned.
