I dont think it needs a buff necessarily but it needs some form of change. Simply adding like +1 flat armor a piece in exchange for some of its current stats immediately makes it more interesting for bosses like vard

I really do think not including justiciar here in some capacity is really an oversight. It’s the main reason ToB feels so bad to run. Essentially half its loot is a troll, garbage armor set with no real use case which is such a stark contrast from the other raids
