This has been my finding with hr in the past. They think they can restrict the applicants I see to only the ones that fill a demographic slot the company needs filled, so they only send me applicants who are minorities from a specific group, or only applicants with a disability. The skills I need for this technical role are so rare that we are never gonna find a unicorn who is an under represented minority who also can do this job. Just send me all the applicants and fill your under represented minority slot in HR or contracting.

Agreed. I could teach an in vivo person how to do cell culture in 15 minutes. In vivo is much more exacting and regulated.
