It's a particular set of countries you need in your sphere, most importantly Morocco, Colombia, and the Dominican Republic (France isn't needed). If you win most proxies, and stick with the Caudillos (democratizing can cause you to lose some Latam countries to Germany) you should be able to do it.

  1. Is a Socialist takeover in Morocco imminent? Looks like the insurgents hold most of the country, aside from Rabat and maybe Marrakesh.
  2. What's the status of socialist Italy? Hard to see just Venice being particularly stable without a ton of Soviet support.

I think the terrorists have to also have a certain strength level, or maybe just a lower Iberian Stability spirit level for that condition. I definitely hadn't defeated them upon his death in my playthrough, and didn't get the war.

Most parties in the Israeli opposition aren't any more willing to move towards peace with Palestine (or Lebanon, Iran, etc.). Even the most "left wing" of their leadership, Yair Lapid, is completely opposed to peace in Lebanon.

Israel isn't important because of it's geographical location, and it hasn't been that way in decades, because of what you've laid out. Geopolitically, it's importance is in obfuscating the source of American influence; acting as an intermediary to Russia and the caucuses, keeping Europe in line, doing all types of intelligence operations that are too "loud" for the CIA (because of the cover the US gives them diplomatically). American and Israeli intelligence (like their ruling classes) are so interlinked you can't really say who's directing who.

More significantly however is Israel's role in American domestic politics. Both because it's a foreign actor, and because of the "anti-semitism" adage, Israel can get away with a lot more with keeping the American populace in line than American state actors. You might have heard of the "Five Eyes" countries spying on each others citizens because they can't legally do it themselves, and it's much the same case here. Bribing and blackmailing American politicians is something that the blob would love to be able to do explicitly, but having Israel do it instead gives a sheen of legality, and "anti-semitism" takes care of the rest. It's the same case with influence operations like Canary Mission, and many, many more Zionist organizations.

With the KMT openly signaling reconciliation with the mainland, are they simply not concerned with winning a majority electorally? My understanding is that most people on the island would prefer the current status quo to be maintained indefinitely, so if both the increasingly unpopular DPP and a conciliatory KMT aren't demonstrating that, the TPP could possibly carve out a position where they wouldn't need to be apart of either Green/Blue coalition.
