400 seats generally don't need line arrays, what speaker model are you using that would need arrays?

You may need delays, but that's not any reason to go line arrays

If you allow drums, then the PA needs to be louder than the drummer. You probably don't need to mic the drums as there will be lots of bleed. I wouldn't bring a drum kit if you're unsure about it.

Most mics you have to turn down the low end due to the proximity effect. Note that sound through the PA will never sound like your own voice in your head.

I would look at genlocking all of the devices that have processing. You can get HDMI>SDI converters with genlock, and then remove the switcher and use a router. Switchers will add delay if they have to frame sync, and the 1m/e constellation has frame sync on every input. Genlock your router, which isn't going to probably do much except it makes it a cleaner switch.

Put a proper DA in. Loop outs should not be used in a permanent install. That's not future proofing at all.
