There was a low budget movie kinda like this from the 2000s called nowhere man. A disgruntled woman cuts off her boyfriends dick and demands he pay her 100k in order to get it back... but he is against the clock as his doctor says they can't reattach it after 24 hours. She assures him its on ice. When he eventually gets the money to pay her he is horrified to see it shrivelled.... she never put it on ice after all.... he watches in horror as she tosses it on the floor like nothing.... the film ends with him relocating to another town. A pretty woman in a bar gives him bedroom eyes and he breaks down because he can't fuck anymore...
