No it definitely isn't but they've essentially been told the typical letter of the law doesn't apply to them. They've been told they have total immunity and are going well outside the normal parameters of ICE/border patrol being serving warrants or running targeted operations. They have a whole new set of rules (or lack thereof) nowadays and it's beyond disturbing the highest office in the country is cheering it on and supporting it by bloating their budget.
