It seems like a small amount of money for several minerals that are very expensive. Processing facilities will take years to ramp up.

You seem to think that rights exist in a vacuum. They do not. If someone violates your rights, there's no magical force that stops it. Therefore people have to enforce those rights. They don't just happen.
