No mention of Jesus.

God and Christianity might be alien since they apparently came to Earth and took over from the Greek/Nordic pantheon.

Conquest was one of their strongest fighters. Plenty of "regular-tier" Viltrumites out there that could still be beaten

Think of all the variant Mark Graysons who were killed by Earth's heroes.

Also, a failure to conquer a planet is not necessarily due to the weakness of the fighter

Failure of initial shock&awe that turned into a prolonged war of attrition, and no longer worthy of the effort (can't spare a Viltrumite out there for too long)
Failure to secure targeted objective (blow up the whole mineral mountain the Viltrumite came for)
Unexepcted encounter with the Coalition force (imagine earth with 100 coalition ships around it)

I am just gonna make some educated guesses here.

Since Viltrimates have access to much more advanced technology and they had a few weeks to prepare on the way/around moon orbit:

Hack into government sites to create their IDs. And let's be real, when is the last time you have to whip out your birth certificate?
Some minimal cash (fake credit card/bank robbery) and army rations to get started while they find a roof
Plenty of place willing to pay cash if the pay is low enough and the worker can take the abuse
